This position is located in the UN Human Rights Training and Documentation Centre for South-West Asia and the Arab Region, Office of the United Nations High Commissioner for Human Rights (OHCHR), Doha. The incumbent reports to the Head of the UN Human Rights Training and Documentation Centre for South-West Asia and the Arab Region.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

1. Develops and manages OHCHR regional knowledge management strategy and programme, anchored on the OHCHR Organizational Effectiveness Action Plan dynamic knowledge and related policies and methodologies, in close consultation with the METS Dynamic Knowledge Team and building on regular consultations with OHCHR field presences to identify and respond to regional knowledge management needs:
– Facilitates and supports knowledge creation, dissemination, application and retention in the region;
– Promotes and ensures circular knowledge and information flow, between the region’s field presences and OHCHR at large;
– Ensures that documentation and compilation of good practices at regional level are consistently prepared following OHCHR guidance, methodologies and standards;
– Develops and updates knowledge repositories on topics of relevance for the region/Centre, made available through the OHCHR intranet knowledge hub;
– Ensures creation and functioning of regional-based Communities of Practice (CoPs) in key regional thematic areas that facilitate knowledge and experience sharing and peer-to-peer support
– Stimulates linkages between regional-based CoPs and OHCHR office-wide CoPs, to promote visibility of region knowledge products and expertise and strengthens synergies across geographic and thematic areas.

2. Develops and manages an outward-looking knowledge management strategy that promotes knowledge sharing with OHCHR regional partners:
– Assesses the adequacy of the Centre’s website to the needs in the region, further develops and maintains it, and ensures appropriate connection and consistency with OHCHR’s global website, including HRET webpages.
– In close collaboration with OHCHR’s Library at HQ, and through consultations with OHCHR field presences and other stakeholders, designs and implements an online documentation centre with a publicly-accessible online catalogue of human rights materials in the region’s languages, as part of OHCHR’s Library Catalogue (integrating those already available at HQs), including digitalization of print publications and provision of reference services.
– Organizes and facilitates knowledge sharing events on topics of relevance for the region/Centre, connecting OHCHR and partners;
– Maps, reviews, adapts and ensures translation and dissemination of key publications, trainings, communication materials, in the languages spoken in the Arab region and South-West Asia, at OHCHR Headquarters (and by others, as needed).

3. In close cooperation with the Methodology, Education and Training Section Dynamic Knowledge Team, coordinates and implements capacity building and training on knowledge management methodologies, processes and tools. Provides advice on knowledge management methodologies and tools in the region and builds OHCHR regional staff capacity on their application and implementation.

4. Builds and strengthens the Centre’s knowledge management partnerships and networks with academic institutions, think-tanks, civil society organizations, media outlets, and other entities, as relevant, in the Arab and South-West Asia region to promote knowledge-based cross-fertilization and innovation.

5. Contributes to the Centre’s work processes and effective functioning, including the preparation of annual work planning, monitoring and reporting; drafting of internal documents, reports and briefing notes; supervision of Unit’s staff, interns and consultants, as applicable; maintenance of well-organized filing systems; and ensuring regular sharing of information with the Centre’s colleagues;

6. Performs other related duties as requested by the Head of Centre.

Responsibilities

The incumbent will undertake the following specific tasks:

  • Lead, manage and oversee the work of, guide and coordinate the Project Team in the Cybercrime Center in Doha.
  • Cultivate and maintain close political and operational relationships with senior Qatari authorities and broader counterparts in the Middle East and beyond.
  • Maintain up-to-date knowledge of substantive and operational developments in the area of cybercrime, cybersecurity, cyber-diplomacy and related trends at national, regional and international levels;
  • Provide expert advice and contribute to improving apolitical cooperation with Member States and relevant organizations, and provide technical assistance in that regard, in particular taking into account technical assistance programmes and legal instruments of other salient organizations;
  • Lead, coordinate, manage and guide the work of project staff and national/international consultants/experts;
  • Organize training sessions on prevention, detection, investigation, prosecution and adjudication of cybercrime and crimes committed by means of technology, cryptocurrencies, darknets, cryptocurrency investigations, online child sexual exploitation, policy development, digital forensics, cybercrime prevention and all related technologies, and provide technical advice to project counterparts upon request;
  • Coordinate the organization and/or delivery of a variety of specialized technical services for the government, e.g. expert group meetings, training seminars, study tours, etc., in order to assist the region to reach the project objectives;
  • Identify, prepare and contribute to the development of proposals, tools etc. and prepare documents, in collaboration with substantive Headquarters (HQ) and field offices, in areas of new forms and dimensions of transnational organized crime, especially cybercrime;
  • Under the guidance of the Head of the Global Programme on Cybercrime and the Chief of CMLS, provide policy advice on conceptual strategy development and management of the implementation of overall strategies to counter emerging crimes, with specific emphasis on cybercrime;
  • Coordinate and carry out procurement related activities, including in the conducting of needs assessment missions and setting benchmarks, preparing technical specifications and evaluation criteria, and monitoring the use of procured items;
  • Regularly produce outreach material, including analysis papers;
  • Contribute to the effective mobilization of resources for regional and national programmes;
  • Prepare, update and maintain documentation and technical/procedure manuals;

This position is located in the United Nations Office of Counter-Terrorism (UNOCT) Programme Office in Doha, the State of Qatar, established in support of the “International Hub on Behavioural Insights to Counter Terrorism”. The National Professional Officer will report to the Chief of the Hub through the Leader of the Research and Best Practices Team within the Hub.

The United Nations Office of Counter-Terrorism was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the United Nations Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office in Doha performs three core functions: (1) conduct and advance research in behavioural sciences to better understand the drivers and factors contributing to radicalization leading to violent extremism and terrorism; (2) provide capacity-building assistance to Member States and organizations to develop and implement programmes, projects and initiatives that integrate behavioural insights to counter terrorism; and (3) promote communication, outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviourally informed counter-terrorism interventions.

Under the overall guidance of the Chief of the International Hub in Doha, this position will support the research work of the Hub, including the preparation of analytical reports, collaboration with relevant consultants and partners, and organization of the Hub events. This position would include a national as well as international focus, requiring national and preferably international experience.

Experience working on counter-terrorism and the prevention/countering of violent extremism is desirable.
Experience working in the Middle East and North Africa region is desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
