Director of the Internal Audit Office – ( 23000122 )
The Director of the Internal Audit Office is responsible for monitoring and auditing the legal, administrative and financial works and following up on the implementation of policies and plans at the level of all organizational units in the department to ensure that they are carried out at the required level of effectiveness and efficiency and in a manner that guarantees full compliance with the laws and regulations specified by the Dubai Civil Aviation Authority and the Government of Dubai.
Job duties and responsibilities
1. Participate in setting the department’s strategy, and ensure its alignment with the strategy of the Dubai government, and the need to circulate and adhere to it by the department’s employees, in direct coordination with the Strategy and Institutional Excellence Department.
2. Supervising, following up and ensuring the achievement of the results of measuring the performance indicators of the office’s operations.
3. Supervising the documentation and development of operations and procedures, as well as forms related to the office’s work.
4. Supervising the preparation and review of weekly, monthly and annual reports and statistics on the tasks and results achieved by the office, approving them, and submitting them to the Director General.
5. Contribute to creating a creative and innovative work environment in the office by motivating employees to propose different means of managing work in an innovative way to achieve the department’s goals.
6. Monitoring and auditing the legal, administrative and financial work entrusted to the organizational units of the Authority, including without limitation:
• Auditing the employees’ compliance with the implementation of the legislation, procedures and instructions in force in the Authority.
• Auditing the fees and fines that the Authority is entrusted with collecting.
• Checking the extent to which organizational units in the Authority adhere to the approved policies, procedures, and validity schedule.
• Auditing matters related to the Authority’s assets.
7. Preparing and reviewing the Corporate Governance Policies and Procedures Manual and submitting it to the Director General for approval.
8. Supervising the implementation of control mechanisms and institutional governance in the Authority and verifying their efficiency through reporting and the level of institutional maturity.
9. Preparing and reviewing audit and oversight reports, provided that they include the necessary observations, findings and recommendations, in a way that contributes to the smooth functioning of the department’s work and avoids or rectifies any default, if any.
10. Monitoring risk management processes applied in all organizational units of the Authority.
11. Supervising and ensuring that all office employees adhere to the systems, rules and work methods approved by the office and the Authority.
12. Overseeing all matters related to control and internal auditing.
13. Supervising the implementation of internal audit operations in accordance with the approved audit plan, submitting reports and recommendations to senior management, and following up their implementation with the competent authorities.
14. Technical and administrative supervision of the implementation and evaluation of the annual internal audit plan in the light of the results of the strategic analysis and risk assessment.
15. Supervising the implementation of work mechanisms, programs and policies established by the Internal Audit Office in line with the Authority’s strategic plan.
16. Coordinating with the Financial Supervisory Authority, reviewing the notes issued from the reports, and working to avoid them in cooperation with the competent organizational units of the Authority.
17. Supervise the application of methods and systems for protecting the assets and property of the Authority through the process of auditing and submitting its observations.
18. Supervising the implementation of recommendations and directives resulting from external audits or issued by the competent control authorities.
19. Providing technical and administrative consultations according to the directives of the senior management and supporting the strategic directives.
20. Preparing and activating the anti-corruption policy through a clear mechanism that includes all stakeholders.
21. Supervising the performance of the employees within the office, following up on their work, developing them, identifying the training and development needs of the office staff, and working to provide appropriate training and development programs for training and qualifying technical personnel, in coordination with the organizational unit specialized in training and development within the Authority 22. Identifying gaps and obstacles facing the
workflow
23. Any other tasks assigned to him by the Director General or whomever he delegates.

Role Purpose :
To implement the quality systems and models required for developing organizational performance and government excellence, to promote a culture of continuous improvement and ensuring services happiness, as well as applying the fundamentals of Governance and Enterprise Risk Management, developing a future shaping model, and managing Corporate innovation concept and innovative initiatives generation model to optimize organizational maturity level, benefit Dubai Plan, customers happiness, and stakeholders aspirations.
Key Responsibilities/Duties:
A. Functional:
1. Quality Management: Develop and implement quality management strategy and plans for various items, including resources, systems, timescales and financials. Contribute to the organization’s annual operations plan and long-term strategy and is consistent and meets both external and internal requirements of quality standards.
2. Performance Monitoring: Establishing Continuous Improvement frame work to enhance DCAA’s customer focus and improve service efficiency. Provide best practices tools to enhance capability of service offering and delivery, and ensure accurate service improvement data for better learning and accurate decision making.
3. Process Re-engineering: Facilitate the implementation of quality and process re-engineering requirements and organizational performance excellence to develop and promote a culture of excellence and outstanding service to customers systems.
4. Process Management: Develop and deploy appropriate process performance management tools (SLAs, OLAs and KPIs) and obtain cross-functional approvals. Monitor, review and evaluate the efficiency of different processes and procedures in the entity and ensure consistency.
5. Organizational Excellence: Facilitate the implantation of excellence methodologies and initiatives throughout the organization to enhance DCAA, DGEP, and Smart Government excellence model. Conduct and report on annual excellence self-assessment to the management and other stakeholders as required.
6. Governance & Risk Management: ensure the Implementation of the fundamentals of Governance and Enterprise Risk Management framework and standardized processes and tools that enable best practice approach to DCAA, and optimize organizational maturity level.
7. Future Shaping: Developing a future shaping model using the mechanism of future accelerators to bring DCAA toward the future organizations.
8. Innovation: Managing Corporate innovation concept and innovations generation model to benefit Dubai Plan, customers happiness, and stakeholders aspirations.
9. Strategy Awareness: manage the necessary communication strategies for the improvement and awareness of quality issues across all departments.

B. Managerial Responsibilities/Duties:
1. Budget: Set, consolidate, review, monitor and allocate the corporate excellence Management budget elements; and forward to the review and approval of the Director Strategy & Corporate Excellence (in coordination with Accounting Section).
2. People Management: Provide direction and manage section’s subordinate staff in performing their delegated tasks; Provide professional development opportunities and perform periodic performance appraisals for reporting staff (in coordination with the HR) and recommend incremental increases and levels of financial rewards, e.g. bonuses and annual pay rises for staff.
3. Training & Development: Ensure that all direct reports possess the required skills and knowledge through appropriate training programs (in coordination with the HR).
4. Program and Project Management: Ensure proper knowledge and resources are available when and where needed for business plan initiatives, and most importantly ensuring that the expected outcome is produced in a timely, cost-effective and quality controlled manner.
Qualifications
B. Academic Qualifications:
– Bachelor’s degree in Quality Management, Engineering Management, Business Management or any equivalent degree.
C. Certifications:
– EFQM certified assessor.
– (4G) Model Assessor.
– ISO9001 and/or ISO14000 and ISO1800 certified lead auditor.
D. Professional Experience:
– At least Ten (10) years’ working experience in Strategy field.
– At least Five (5) years in a professional role.

Job Title: Senior Obstacle Control Officer – (21000449)
Roles Purpose
To manage and perform obstacle control within the Emirate of Dubai, and ensure control processes
are conducted in accordance with ICAO and UAE regulations. Ensure that obstacle database is valid
and updated; ensure timeliness issuance of No Objection Certificates (NOC) for obstacle lights and
construction, coordinate obstacles related matters with Dubai Municipality and other authorities.
Effectively conduct primary obstacle assessment and evaluate proposals with respect to application
of obstacle lights to carry out regular and ad-hoc on-site inspections.
Key Responsibilities/Duties:
- Obstacle Control: Carry out primary Annex 14 evaluation in order to determine maximum
allowable height of structure caused by the particular obstacle limitation surface. Conduct
regular and ad-hoc inspections in order to ensure no critical structures exist in sensitive areas. - Obstacle Lighting: Conduct primary assessment of proposals in regards to application of obstacle lights; to carry out regular on-site inspection in order to ensure obstacle lights on designated buildings are serviceable; to trigger investigation on unserviceable obstacle light; to initiate removal of redundant obstruction lights.
- NOC Evaluation: Ensure that NOC applications/submissions contain all the required document, and to liaise with the applicant in regards to the application status and requirements.
- Database & Reporting: Cooperate with the air wing of Dubai Police to provide data for the obstacles to ensure the safety of flight (VFR) visual flight system. Provide electronic surveys of obstacles and terrain database (e-Tod) to the concerned authorities to fly. Provide administrative support to the Section by maintaining assigned databases, preparing regular monthly and other reports, drafting business correspondence, among other duties.
- Customer Query: Handle customer queries on any obstacle design and control related issues effectively by providing the requested information and policy guidelines as appropriate.
- Other Duties: Perform other obstacle control job related duties as may be assigned from time to time

Annex 14 Obstacle Control Course with certificate.
Preferably Air Traffic Controller, Airside operation inspector or Commercial Pilot
