Role Purpose

To lead the effective delivery and completion of a key English language training contract. The post holder will be required to lead on operational, relationship, line and academic quality management within a military context.

Role context

The British Council has been operating in Qatar since 1972, and currently employs approximately 70 full time staff. British Council Doha has a main teaching centre which sees per term around 300 Adult students, over 250 Young Learners and a range of off-site corporate contracts.
British Council Qatar has been supporting and developing the English language skills of military personnel in Qatar since 2017. The final phase of this contract, from February to October 2022, requires a suitable Senior Teacher to oversee the operational and relationship management of the project. This role will be key in supporting the teachers in achieving the agreed outcomes of the contract through academic and line management.

Main Accountabilities:

Programme delivery 
•    Implement operational procedures and systems to ensure teaching delivery remains on track and achieves project outcomes.
•    While there are no fixed teaching hours, the senior teacher will act as the main substitute teacher for the 8 teachers on the project.
•    Provides timely feedback on operational issues and events to more senior managers, enabling the adaptation of work plans where necessary and supporting continuous improvement in the efficiency and quality of service delivery

Customer service 
• Takes end-to-end accountability for researching and obtaining satisfactory and timely resolution of any client operational complaints and issues, coordinating input from other colleagues as required. Ensures the customer is kept informed throughout the process.

Relationship & stakeholder management 
• Develops good working relationships with appropriate colleagues throughout the British Council to facilitate effective and efficient service delivery.
• Leads regular meetings o report progress to clients, ensuring these run efficiently and effectively and that a positive, professional image of the British Council is projected.

Risk & compliance 
• Follows agreed corporate risk management processes and procedures when delivering services (e.g. security policies, financial protocols, anti-fraud measures) to protect the interests of the British Council and its customers at all times.

Analysis & reporting
• Using standard procedures and templates, regularly records, analyses and reports on operational activity levels and performance data for clients.

Leadership & management 
• Plans and prioritises own work activities, which span across a range of different work streams, responding to changing and at times competing requirements to ensure effective delivery of responsibilities over a weekly/monthly time horizon.
• To manage the day to day performance of a small team of teachers (approx.8), dealing with sickness, discipline, motivation etc, to ensure high quality service delivery is maintained at all times

About You (essential requirements for the role):

•    Proven ability to manage or contribute to and develop pedagogic activities such as syllabus design, teacher timetabling, class scheduling and course planning.
•    Proven ability of undertaking teacher observations, teacher training, line management and/or professional development of teachers and support staff.
•    At least 4 years full time and relevant EFL teaching experience after initial training (TEFL-I level) including Corporate, ESP and Soft.
•    Experience of operational management for off-site training programmes
•    English (IELTS Level 8.5 or proficiency level)
•    First Degree in a related field.
•    TEFL Q qualification (DELTA or Trinity Diploma in TESOL)

Desirable requirements:

•    Experience supporting EFL projects within a military context.
•    Arabic language skills
•    Masters in EFL or Linguistics

Additional Role Requirements

Proof of Identity requirements/right to work in country Candidates are expected to have researched whether they have the right to live and work in the country in which the role is based. Given that our offices have different legal status depending on the work we do in those countries, we recommend that you contact HR in country for additional information on the likelihood of securing a visa. Only at its discretion will the British Council provide support so please check first whether visa support is offered.

Gaining residency in Qatar is a complex process and many restrictions apply. The main issues to take into consideration are:

1. The Qatari authorities have placed restrictions on certain categories of people. As such, Residence Permits currently cannot be gained by:

a. Nationals from certain countries – the list of affected countries is not publicised and changes without notice.
b. Those aged 60 or above
c. Unmarried partners – only married partners may be sponsored and therefore obtain the appropriate residence permit. It is unlawful in Qatar for unmarried partners to cohabit.
d. Male children above 25 years old and not enrolled in higher education

2. For reasons that are beyond our control, it is unfortunately not possible for female employees sponsored by the British Council to sponsor accompanying family members.
3. Male employees can only sponsor their accompanying family members if their salary is equal or greater than QAR10,000.

4. Holders of passports containing an Israeli stamp will not be granted visas to Qatar
5. Successful candidates will need to provide many documents, some of which must be legalised. This is mandatory to gain residency in Qatar. Unfortunately, distance or online learning programs are not recognised in Qatar.

6. Medical tests are carried out in-country before a residence permit is granted – tests for major infectious diseases are carried out. The British Council has no control over this process.

7. It takes a minimum of 4 months for a person to be able to sponsor spouse and children to gain residency in Qatar. In general, family members will not be able to accompany the staff member to post from the onset of the contract.

Fulfilling the above requirements does not guarantee that we will be able to secure the appropriate visa or permit for you or your family members. Unfortunately, the British Council has no control over such governmental decisions.

Role Purpose:

The purpose of this role is to support exams operations and help ensure exams integrity on the ground. This role will need to ensure resources meet pre-agreed customer requirements.  This role is responsible for efficient, effective and compliant Test Day delivery, supporting operations on the ground, setting standards and guiding venue staff.
The role will need to be on standby during exam sessions and troubleshoot or escalate issues for prompt resolution.

Main Accountabilities:

Service Delivery

▪ Supervises and monitors administration of tests by proctors and supervisors; ensures that test instructions are accurate and that appropriate testing environments are maintained.
▪ Uses a range of standardised systems and processes to support the delivery of high-quality services to a range of customers (internal and/or external)
▪ Keeps informed of advancing technology in standardized test administration, computer-based testing, machine scoring, and associated software

Customers/ Relationship and stakeholders
▪ Assisting in researching and obtaining satisfactory and timely resolution of complex/escalated customer (internal or external) operational complaints and issues, coordinating input from other colleagues/departments/managers as required, to do so.
▪ Provides routine direction, information, and advisement to students and prospective students in regard to testing policies, procedures, and outcomes

▪ Develops strong relationships with British Council owned and managed venues and provides feedback for improvements as per audit standards

Risk and compliance

▪ Uses standardised processes to monitor venue staff compliance with agreed corporate risk management procedures relevant to service delivery (e.g. child protection, security policies, financial protocols, anti-fraud measures) to protect the interests of the British Council and its customers at all times.
▪ Supervises venue staff which typically includes recommendations for performance evaluation, work allocation, and problem resolution
